Judd Gregg, the new Commerce Secretary nominee, has flunked environmental lawmaking, according to the League of Conservation Voters. This is the LCV score for his voting record on key energy and environmental legislation over the years:

For comparison, both of California’s senators, Boxer and Feinstein, have LCV scores of 100%. It should be noted that LCV scoring is based on a wide range of issues, not ocean-related, and the 2008 score was based mostly on energy issues.
